Russia already has animal protection law

December 18, 2018 in the State Duma of the Russian Federation, in the second reading, a draft law on the protection of animals was adopted. The main indicator that the "smaller brothers" have rights, according to Article 4 of the draft law, is that [quote]: "Animals are individuals that are capable of experiencing emotions and physical suffering."

The draft law provides that, as a result, the owners of the animals will be fully responsible for those who have been tamed. Now, under the complete prohibition of cruelty to animals and the promotion of related content, as well as, soon there will be restrictions on the number of instituted pets.

By 2020, there will be animal advocates, who will be able to control the quality of life of animals, record offenses to pets in a photo or video, and, if necessary, confiscate animals from their owners.

Recall that the Duma could not take the animal protection law for many years. Attempts to consider the bill have been around since 1999.
